In her role as the inaugural Vice President of People and Culture at Dominican University, Dr. Gail Phoenix is charged with providing university-wide strategic human resource leadership and continuing to cultivate a relationship-centered culture of belonging. Ms. Phoenix brings over 15 years of human resources and DEI experience to Dominican, which includes appointments at McHenry County College, College of Wooster, Human Resources Command, and Elizabethtown Community and Technical College as Diversity Director. She also brings extensive military experience including serving as a Senior Human Resources Specialist for the Defense Intelligence Agency, a Human Resources Manager in Baghdad, Iraq, and as an Assistant Inspector General for the US Army in Germany. She has also served as an adjunct instructor at the undergraduate and graduate level at three different institutions. Gail has a BA in Psychology from Columbia College, a master’s in education, personnel services and counseling from the University of Maryland. Her Ph.D. is in Human Services from Capella University. She has additional graduate training from Villanova, University of Incarnate Word, and Sullivan University.
